CCIFER: Infrastructure is essential indicator of economy's competitiveness

The document contains 35 measures proposed by the business community to unlock and to encourage infrastructure projects and construction projects in Romania. According to the proposals, the first step to recover the delays in terms of infrastructure development would be the reform of the public procurement process.
According to CCIFER, represented by more than 450 companies with French and Romanian capital, comprising 15 per cent of Romania's GDP and more than 135,000 jobs, the construction sector is an important contributor to Romania's GDP (seven per cent in 2015), and the dynamics of this sector is a strong signal of the economic activity evolution nationwide. Among the concrete measures, the document includes: the reforming of the public procurement process through measures such as the drawing up of the specifications by a private entity, impartial and specialized, independent of the public authority; the professionalization of the bid evaluation committees; deterring abusive complaints; the priority use of the "best value for money" criterion and not the" lowest cost" criterion, among others.
