U-turn on energy efficiency certificates for all home-owners
From this month all Romanian home-owners need to complete a form detailing the energy efficiency of their houses and apartments, which will be mandatory if residents wish to sell their property March 2010 - From the Print Edition
The total energy consumption per housing unit will be expressed in kWh per sqm and calculated taking into account the annual heat, hot water and lighting consumption.
Each dwelling will belong to an energy class, according to an energy efficiency ranking. The A class will include units with the highest energy efficiency, down to the G class which show the greatest losses, according to the Ministry of Regional Development and Tourism (MDRT).
The certificate is valid for ten years and is drawn up by energy auditors. The energy certificate was supposed to be introduced on 1 January 2010.
It was greeted with protest by the Union of the Public Notaries in Romania, who warned that the certificate would raise the price of pre-1989 dwellings by five to ten per cent, potentially further destabilising the property market.
The Government planned to postpone the introduction of the certificates until 2011, but was forced into another U-turn in order to conform to EU regulations.
