ADR: “The law on interoperability will be promoted in the emergency procedure“
The law on the exchange of data between information systems and the creation of the national interoperability platform is being debated in public. The initiative is a concrete step by which citizens will benefit from digital public services.
Following the collaboration between the Romanian Digitization Authority (ADR), the Ministry of Research, Innovation and Digitization (MCID) and the Information and Communication Technology Commission of the Chamber of Deputies, a new important milestone of the National Recovery and Resilience Plan (PNRR) is met.
„The legislative proposal is generated by the need for a digital, coherent and integrated infrastructure at the level of the Romanian public administration, which should offer quality digital services to the citizens. Thus, we address one of the main challenges at the administration level, namely the reality that the existing systems are generally fragmented, being designed and developed in isolation by the various state institutions,” explained Sabin Sărmaș, chairman of the Information and Communications Technology Commission of the Chamber of Deputies. the initiator of the Law and Technology Lab.
The development of the integrated architecture of the digital services infrastructure and the legislative framework so necessary to regulate the exchange of data between information systems guarantee the centering of public services around the citizen as an end user. The law, which also provides for the creation of the national interoperability platform, is aligned with the provisions of the European Interoperability Framework and will be implemented through technical rules that public entities will apply for the migration and integration of all data into existing data structures.

Once the legislative framework has been created with the support of the Parliament – and I want to emphasize the prompt political mobilization necessary to implement the PNRR reforms – the Romanian Ministry and Authority for Digitization have the responsibility to invest the 1.8 billion euros allocated to digitization with the greatest responsibility. We must understand that the digitalization of Romania changes the lives of many generations that come after us!“
