Ministry of Energy launches state aid scheme to support investments in production of green hydrogen
The Ministry of Energy announces today the launch of the competitive procedure – State aid scheme with the objective of Supporting investments in capacity building for the production of green hydrogen in electrolysis plants.
These are investment projects in building new capacity in electrolysis plants, including the expansion of capacities for the production of green hydrogen to support a low-carbon economy.
According to pnrr provisions, the intervention aims to promote investments in the construction of a new capacity of at least 100 MW in electrolysis installations. The commissioning of a capacity of at least 100 MW in electrolysis installations, with an estimated generated quantity of at least 10,000 tons of renewable hydrogen per year, must be carried out by the fourth quarter of 2025.

The maximum amount of State aid set, which will be granted under the Guidelines on State aid for climate, environmental protection and energy for 2022, is EUR 50 million per undertaking, per investment project.
Eligible applicants are:
– natural gas producers,
– micro-enterprises, small, medium and large electricity producing enterprises,
– micro-enterprises, small, medium-sized and large hydrogen-producing enterprises,
– administrative-territorial units,
– National institutes of research and development in the field of energy, having legal personality, defined by GO 57/2002, including associations/partnerships formed by these actors.
Micro-enterprises, small, medium and large enterprises, including start-ups, are established on the basis of Law no. 31/1990 on companies, republished, with subsequent amendments.
The total estimated budget of the scheme is the equivalent in lei of the amount of EUR 148,752,500, composed of EUR 114,425,000 European funds insured through the Recovery and Resilience Facility within the National Recovery and Resilience Plan – Component C.6 Energy and national funds of EUR 34,327,500 by applying the 30% over-contracting percentage, under the provisions of art. 24 of O.U.G. no. 124/2021.
