Clarification of the evaluation of the tenders submitted for the realization of the “Feasibility Study and Technical-Economic Documentation related to the investment objective Hydroelectric power plant with pumped storage (CHEAP) Tarnița – Lăpuștești”

With regard to the Tarnița-Lăpuștești pumped storage hydropower plant project, the Energy Participation Administration Society – SAPE SA makes the following clarifications:

Currently, the Commission for evaluating the offers submitted for the “Feasibility Study and Technical-Economic Documentation related to the investment objective Hydroelectric power plant with pumped storage (CHEAP) Tarnița – Lăpuștești” has not completed the analysis and, consequently, it is not published in Collaborative IT system for a high-performance public procurement environment (SICAP) a report on the evaluation result.

We remind you that the first tender procedure for carrying out the feasibility study of the Tarnița hydropower plant, for which 16 bidders initially expressed their interest, was automatically canceled at the end of last year by SICAP, because, according to an announcement posted on the platform , “on the deadline for submission of offers, none of the registered bidders encrypted the financial offer/or did not respond to all electronic evaluation factors, as the case may be”. Complying with the regulations in force, SAPE resumed the tender in mid-January 2024, adapting the specification to make it more accessible and flexible.

After several postponement requests from potential bidders, in mid-June, at the deadline, two bids were submitted to carry out the feasibility study. The evaluation commission, which includes specialists in public procurement, law and economics from SAPE, but also experts in the hydropower field, specially hired by the company for this tender, analyzes the submitted offers with the rigor imposed by the legislation and the importance of the investment objective , considering the complexity of the project and the technical documentation.

Until this analysis is completed, the report of the procedure, which is drawn up by the evaluation committee, cannot be published on SICAP. SAPE fully complies with all legislation in force.

SAPE strongly supports the Tarnița – Lăpuștești hydropower project, considering it a necessity and a strategic opportunity for the development of the Romanian energy sector, as well as for the company. This project has the potential to contribute significantly to the energy security of both the country and the entire region, as well as the sustainability of our resources. As soon as the evaluation committee completes the analysis, we will officially communicate the result and the final decision.
