OVES Enterprise says Romania must make AI a strategic priority for national security

While the United States allocates 500 billion USD to developing Artificial Intelligence as a strategic national security priority and the European Union mobilizes 200 billion Euro through the InvestAI initiative, Romania still lacks a concrete plan for integrating AI into its critical infrastructure. Without a clear strategy and effective implementation mechanisms, Romania risks becoming dependent on external solutions without developing its own capabilities in this essential field, say representatives of OVES Enterprise, a Romanian software development company specializing in complex software solutions and AI innovations for aerospace, defense, and cybersecurity industries.
“The U.S. has recognized the importance of artificial intelligence for national security and military applications, and this is reflected in its massive investments. At the same time, the European Union has responded by mobilizing significant funds for AI development and integration. Romanian policymakers must understand that these funds are not meant to bail out struggling companies or be redirected to other purposes. They are crucial for securing our future. Innovation-driven companies must raise awareness among authorities and work together to establish a real AI strategy—or more precisely, to integrate AI as quickly as possible into Romania’s essential security systems”, says Mihai Filip, CEO of OVES Enterprise.
The National Artificial Intelligence Strategy 2024-2027 – A Step Forward but Insufficient
Romania has recently adopted the National Artificial Intelligence Strategy (SN-IA) for 2024-2027, acknowledging the importance of AI for national security and economic development. The document outlines clear objectives, such as creating a digital ecosystem for AI, developing a governance and regulatory framework, and strengthening human capacity in this field. However, without a concrete financing framework and a practical plan for state-private sector collaboration, the implementation of this strategy remains uncertain.
“Romania Must Build and Implement, Not Just Plan”
OVES Enterprise emphasizes that Romania must follow the example of advanced economies and make AI a strategic priority, with concrete measures and investments directed toward national development.
“The United States and the European Union are investing in AI as an essential part of national and economic security. Meanwhile, Romania lacks a clear framework for the state to collaborate effectively with companies developing solutions in this field. Having plans is not enough, they need to be implemented”, explains Mihai Filip.
OVES Enterprise has built expertise in developing complex software solutions and AI innovations for aerospace, defense, and cybersecurity industries, proving that Romania can become a competitive player in this sector.
Nemesis AI, the artificial intelligence platform developed by OVES Enterprise, plays a crucial role in structuring, labeling, and preparing data from conflict zones, which are then used to train and implement AI models in complex systems such as autonomous drones and aircraft.
This is an example of advanced technology applicable to national security, critical infrastructure protection, and operational analysis. “We developed Nemesis AI to provide advanced solutions for security, operational analytics, and digital infrastructure protection. We are already collaborating internationally with entities that understand AI’s importance for security. Romania needs mechanisms to facilitate the implementation of these technologies at the national level, not just strategies on paper”, adds Mihai Filip.
Concrete Steps for an Actionable Strategy
To remain competitive and protect its national security, OVES Enterprise proposes several key directions for action:
- Establishing a clear collaboration mechanism between the state and AI companies to enable rapid testing and implementation of innovative solutions;
- Funding AI research and development, including support for companies creating solutions applicable to national security;
- Standardization and clear regulations to allow AI to be evaluated, tested, and effectively adopted into state infrastructure;
- Building dedicated AI infrastructure, including national data centers powered by green energy.
“Romania has the advantage of a strong IT sector and top specialists. What is missing is a real support framework that facilitates AI applicability in critical systems. OVES Enterprise is ready to contribute to the development of these solutions and collaborate with authorities to accelerate AI adoption at the national level”, concludes Mihai Filip.
