EY Romania has finalized the programmatic document for the digitization of public services
EY Romania has completed the project “Establishing the framework for the development of e-government tools”, whose beneficiary is the Authority for the Digitization of Romania (ADR), in partnership with the General Secretariat of the Government (SGG). The government project aimed to increase the capacity of public institutions and authorities in Romania to develop and implement e-government solutions for 36 types of public services related to important events in the lives of individuals and legal entities.
The strategic public policy document in the field of e-government developed by EY, the last stage of this project, proposes the necessary steps by which Romania can reach a level of digitalization of public services that meet the needs of citizens, in line with general community goals Europe.
“Romania now has the chance to make rapid progress in the process of digitizing public services, so as to honor its citizens promptly, respectfully and efficiently, through digital / electronic means, without the obligation to appear at the counter of the authorities, when it is not necessary,” said Carmen Adamescu, Partner, Consultancy, EY Romania.
Public institutions must take into account the need to exchange data with each other in order to become interoperable, so that the citizen is no longer obliged to provide documents that institutions already have in databases, and the implementation of these services becomes possible while respecting European principles of digital governance, especially the one-time one.
In drafting the Public Policy Proposal, the EY Romania team identified, analyzed and optimized, in order to become digital, all the processes in all public institutions that support the “36 life events”. From the analysis focused on these events, it resulted that without a legislative framework, functional interoperability and digital competences in the responsible public institutions, process automation and / or digitization cannot be implemented.
