Emerging trends in waste management respond to the growing demand from industries for
autonomous operations, digitization and sustainability. The industry is increasingly automating
processes such as waste sorting, collection and disposal. Modern and available technologies
are used to improve the efficiency of waste management processes and continuous education
among social communities but also within various business and institutional organizations leads
to a change in the collective mentality regarding environmental protection, cost efficiency
and the preservation of energy resources.
In this sense, to highlight the developments and trends of waste management in
Romania, The Diplomat-Bucharest is organizing the first edition of the conference
dedicated to WASTE MANAGEMENT, on June 8th, 2023 in Bucharest at Grand Hotel
Bucharest, Fortuna Hall.
The discussions at the conference will shed light on the status of local measures and actions
related to waste management in Romania, national and local strategies, the identification
of developments to provide a current perspective of concrete implementations and the
applicability of the principles of the circular economy system, of which waste management
plays a significant role

• EUROPEAN REGULATIONS, LOCAL CHALLENGES, ACTIONS
The European Union asks its member states, therefore also Romania, to create, implement and comply with green legislation to ensure the protection of the environment and the health
of the population. Using available technologies and creating efficient and compliant operation
models, both institutions, private companies and social communities take part in developing an appropriate system for waste management.
• IMPACT ON BUSINESS MODELS & SUCCESSFUL IMPLEMENTATIONS
Waste management stands for the execution of the activities of collection, transport, treatment,
recycling and storage of waste and aims to reduce the effect they have on people's health, the
environment, as well as saving natural resources by reusing recoverable elements. Thus, the
new regulations in the field can impose on companies, institutions and communities a series of
norms and good practices that lead to changing mentalities, consumer behaviors and business
models.
• TRANSFORMATION OF RECYCLING THROUGH DRS (DEPOSIT RETURN SYSTEM)
The recycling industry in Romania is expected to be fundamentally transformed by the law on
the deposit return system for non-reusable packaging (DRS), which provides for a guarantee of 50 bani for any beverage packaging purchased. The DRS enters the implementation phase
in 2023 and will have a strong impact on the entire chain of those involved - from packaging
manufacturers, to large retailers and small traders, to those who provide take-back and recycling
infrastructure, to consumers. Romania is the first country to experiment with the Deposit Return System. Thus, the company RetuRO Sistem Garanție Returnare S.A. is created by the representative associations of beverage producers and traders to manage the deposit return
system and functions as a private-public partnership, with the Ministry of Environment holding
20 per cent of the shares.

• WASTE MANAGEMENT | SOLUTIONS FOR RECYCLING AND TRANSFORMATION INTO RESOURCES
Europe currently loses around 600 million tonnes of waste materials every year that could be
recycled or reused. Only around 40% of the waste produced by EU households is recycled, with
recycling rates of 80% in some regions and below 5% in others. The transformation of waste into
resources is essential for a more efficient use of resources and the transition to a more circular
economy.
• NEW WASTE MANAGEMENT TECHNOLOGIES PUT INTO PRACTICE
The waste management industry is defined by many mega-trends and one of them is the increasing use of technology, such as predictive maintenance, dynamic routing, MRF automation
and vehicle automation. Technology is changing industries, primarily through consolidation. To
this, sustainable and environment-related regulations are an added value for a greener and safer
environment.
